I mean it shouldn’t appear as if the structure of the car is completely hollow. A wheel well liner goes a long way towards perceived quality, for me at least.

I find it looks bad when the fender liner dosent fit perfectly anymore and sags or is noticeable in any way, at which point I think it looks better removed
